I'm looking to upgrade my gaming rig, which I built back in March 2020. Currently, I have an AMD Ryzen 5 3600 and a 2070 Super. With RAM prices soaring, I'm hoping to upgrade my CPU and GPU while sticking with my existing x570 motherboard and 32GB RAM. My budget for this upgrade is around $650. Any recommendations for a solid upgrade that would perform well at 1440p?

It might be tight with your budget, especially if you need a new PSU for 1440p gaming. I suggest checking out a Ryzen 5 5700x or 5800x with at least a 7700 XT or 7600 XT. Consider looking at used GPUs to save some cash and maybe sell your old components to add to your budget!
For $650, you could grab a Ryzen 7 5700x along with a Radeon RX 7600 XT (16GB). The RX 7600 XT should perform similarly to your 2070 Super in terms of power needs, and the 5700x is efficient, too!
