My dad isn't very tech savvy, and after my mom removed her iCloud account, it left his phone acting all weird. He asked me to create a new Apple ID for him, which I did. During the setup, I was prompted to either merge existing data or erase it, and I chose to merge. Unfortunately, once everything was set up, he realized that all of his notes were gone. He documents all his client billing and hours in those notes, so it's a big deal for him. Is there any way to recover these lost notes? Thanks for your help!

If the notes were important, it might be worth checking if the notes were saved locally on his device. Sometimes, not all data is synced to iCloud if the settings aren’t configured right. Also, have you looked into recovery tools that might help get back deleted notes? That could be a long shot, but it might be worth a try.
It’s surprising that your dad didn’t have his own iCloud backup. Keeping everything under one account can be risky, especially when one account gets removed. You might want to check if he has any backups on his computer or if there's a recent iTunes backup that could be restored.
