I'm searching for a budget-friendly on-premise email discovery tool. After migrating from Intermedia to Exchange Online last year, we lost access to their email archiving and discovery tool. While we're set up with Purview for our active mailboxes, we still have several PST files from former employees' archived mailboxes that we need to manage. We need a tool that can import these PSTs, allow us to run queries, and export the results. Since we only do email discovery about once a year, we're willing to compromise on ease of use and administration to keep costs down.

We thought about creating a shared mailbox for ex-employees and importing the PSTs into folders there, then just using Purview to search through it. But we found that the PST import was taking way too long.

You could import the PST files into shared mailboxes and then run e-discovery through Purview. It's a viable solution, but just a heads up, the PST imports can be pretty slow in Exchange Online.

How about having a script made up? You can ask Claude to write a PowerShell script to export all the PSTs to JSON format. This way, you can easily search through your database. It creates smaller files without attachments, but you can always mount the PST if you need specific attachments.

Dtsearch handles PST files and it's relatively affordable. If you're looking for something more user-friendly, check out X1 or Copernic. For high-quality legal needs, Intella is a well-regarded option.

If you're okay with a little bit of jankiness, consider SearchInform or Everteam; they're inexpensive. But honestly, since you only need this once a year, it might save you time and hassle to hire a litigation support vendor instead of going through multiple checks with your legal team.
