I'm looking to create a new PC but I can't afford to buy new components. I've got a bunch of old stuff lying around that I want to see if I can use. Here's what I have: an old Xbox 360, a Samsung tablet from around 2013, an old PC case (possibly from the 2000s or earlier), an old PC monitor, some old speakers, and a tablet-PC. My current setup is a laptop from 2016, which I'm really frustrated with. Can I build something better using these old items? Any advice would be greatly appreciated!

To build a functional PC, you'll need essential components like a CPU, RAM, a motherboard, and storage. From what you've listed, you only have a case and a monitor. Everything else won't be compatible, so you'll need to purchase the missing components. It might not end up being much cheaper than buying a used PC.
