I'm looking for applications or programs that can compress images to a specific size and file type, like down to 200 MB in a lossless .PNG format. I'm using Arch Linux with KDE-Plasma on a Dell G15 5155 laptop.

ImageMagick is a fantastic tool for this, although it's mainly command line-based. You might already have it on your system, and it has several GUI front ends that you can find with a bit of searching. Learning some basic commands can be really useful too, especially for switching file types. Just a heads up, PNG files don't compress that well due to their nature!
You can check out some options in the software center. One notable app is "XL Converter" that might meet your needs.
