I recently built my first PC and it has some powerful specs: an RTX 5070, Ryzen 9 9900x, 32GB of Kingston DDR5 RAM, and a 2TB Samsung 990 Pro SSD. However, I'm facing some serious performance issues. After booting up and playing a few games like Resident Evil 4, CS2, and Terraria, I noticed the performance was really choppy—getting around 120fps on CS2 on medium settings, which is strange. Additionally, my desktop feels sluggish and sometimes freezes. I checked with monitoring software and saw that my thermal throttle readings indicate issues. Just to clarify, where's your monitor cable plugged in? If it's connected to the motherboard instead of the GPU, that could be the culprit. Also, did you remove any thermal paste sticker from the CPU?
Check your CPU cooler. Make sure you took off the protective plastic and mounted it properly in an 'X' pattern for even pressure. Also, what's your case setup?
I have a Corsair 3500x case and I believe the cooler is mounted correctly.
If you're thermal throttling, definitely look at your CPU cooler and thermal paste. Running benchmarks can help pinpoint the problem component. Also, try monitoring wattage—your inconsistent FPS might be CPU-related.

When under stress, temps are around 50-60 degrees.
Did you update your BIOS? And check that your RAM is in the A2/B2 slots with EXPO enabled?
I’m not entirely sure what A2/B2 means, but I have placed the RAM in the recommended slots and EXPO is enabled.
