However, when we turned it on after charging, it's now asking for the original iCloud account and password, which my mom can't remember. We have all the necessary documents like IMEI, proof of purchase, and sale receipts, and we've sent them to Apple Support, but they keep saying they need more documents. It's frustrating since we feel like we've provided everything. What can we do next to resolve this activation lock issue?

If all else fails, it might be worth considering just buying a new iPhone. I know it’s not ideal, but sometimes that can be a quicker solution than dealing with these lock issues.
It seems like the activation lock wasn't removed from the original account. It might be easier to recover that account so you can remove the phone from it, which would allow you to wipe and activate it with your son's account. You could try to reset the password using the account recovery options.
