I'm building a PC that includes an RTX 4090 and a Ryzen 9 processor. The estimated power demand for the setup is about 649 watts, which puts it just under a 650-watt power supply. Is this enough, or do I need to consider a more powerful PSU?

Using a 650W PSU with a 4090 is risky. It's usually recommended to have at least an 800W supply for safety, especially during peak loads. You really don't want to skimp on the power supply for such a high-end GPU!
