For the cooler, I'd suggest going with a 360mm AIO. It's typically the best option for cooling performance, especially for high-performance CPUs. As for the case, it's really a matter of personal taste—just choose one that looks good to you!
I personally prefer air coolers, maybe because I'm old-fashioned. I recently got a prebuilt with a 9800X3D and a 9070XT. It came with a basic AIO cooler, but I swapped it out for a Thermalright Phantom Spirit. I find air coolers easier to maintain, and they're quieter too. For cases, most basic ones have good airflow if set up properly, so don't stress too much about it.
