I'm still waiting for the 4.1 or 5 nano model to be available in Southeast Australia, so I completely understand your frustration.
It seems like the US East and Sweden Central regions have the most models available. I noticed GPT 5.4 listed for Sweden but couldn't get it to deploy after confirming.

If you're planning to deploy via Foundry, you can check the Quota screen in your project. It shows which models are available for different deployment types like Global or Standard.
