I've switched from an iPhone 6S to a 12 mini and now to a 16, but the problem persists. Is there a way to fix this?

Safari’s syncing has been janky for a long time. Honestly, it feels like nobody at Apple uses their own products. There might not be a proper fix since it seems like Apple is indifferent about these issues. I switched to Brave, and everything works smoothly for me now.
Are those old devices still linked to your iCloud account? If so, try removing them. This issue could be related to lingering connections with your old devices.
