With a budget of $1000, I'm curious if upgrading to a Ryzen 5700X and a 9070XT would be a good choice. I want to know if this upgrade is worth it for my setup and gaming needs.

It's a massive upgrade if you go for it! If budget allows after the GPU, consider saving for the AM4 x3D CPU later on. That would really enhance your performance. However, if you're leaning toward the 9070XT, I'm all for it. You won’t be disappointed!
Upgrading to a 5700X is definitely going to give you a notable performance boost from your 3900X. As for the GPU, the 9070XT is a solid choice, just make sure you're not settling for anything less than that if you're going to upgrade. The RX 9000 series really shines compared to older models!
