The only options it's giving us are an old iPhone SE and the crushed phone, neither of which has had a passcode set, since my dad has never liked using them. What are the steps I can take to regain access to his account? Is an account recovery necessary? When I check the settings on his Apple account, it shows both those iPhones, so should I just delete them? I'm not the most tech-savvy person and really need some guidance!

When you're prompted for a passcode from a trusted device, it’s often due to Apple’s end-to-end encryption. However, you might be able to reset the verification methods instead of losing all your data. Unfortunately, an account recovery won’t help here since it specifically asks for the verification code. I recommend checking if there’s an option to reset without verifying through another device.
I totally get that you don't want to lose any of his photos or contacts. Have you considered visiting another repair shop? They might have better tools to access his data without needing the original device.
