Help Diagnosing Low GPU Power Draw Issues

I recently started monitoring my GPU performance after reapplying an undervolt due to an upgrade to Windows 11. While checking with tools like HWinfo, GPU-Z, and Afterburner, I've noticed that my GPU clock speeds are lower than average under load. The voltage seems to stay around 0.970V, rarely going above 1V. While I've increased the power limit to 104% using Afterburner, it appears there might be a soft cap affecting the performance. At full load, my GPU is drawing only about 185W, which seems low compared to some other GPUs that are rated up to 220W. My temperatures are under 70 degrees, which is fine, but I'm concerned about the lower clock speeds and the low total power draw. Here are my specs: GPU: Gigabyte RTX 3060 TI GAMING OC 8GB, CPU: Ryzen 5 5600X, Motherboard: TUF GAMING B550-PLUS, PSU: EVGA 650 GD. Can anyone help me understand if these values are normal or if my GPU is being capped in some way?

It might just be the test you're using. Try a more demanding workload to really push your GPU. Also, make sure your drivers are updated; that can make a difference too!

I ran Heaven Benchmark while sending the screenshot. I had similar results with MSI's Kombustor too. Current drivers are 581.94.
