I'm looking for a way to remove photos from my iPhone to prevent potential theft, but I still want to keep those pictures safely stored on iCloud. Ideally, I'd like to have any photos deleted from my iPhone as soon as I take them, while ensuring they're still available in the cloud. Is there a way to set this up?

You can't achieve that directly. Even if you enable the 'Optimize Photos' feature, your device will still keep a thumbnail version of the pictures. And remember, any device logged into your iCloud can access those photos too.
Unfortunately, there's no built-in way to do exactly what you're asking for with iCloud Photos. Apple didn't design it for that specific scenario, so you'd basically have to manage everything yourself, which can be a real hassle and risky.
If your iPhone is password protected, it should be relatively safe. Just make sure your password isn't something too obvious, like "123456" or similar.
