I've been having issues with my GTX 970 while gaming. I was playing Overwatch, and during a match, my FPS dropped below 60 whenever Winston's shield activated. At one point, it even plummeted to under 10 FPS! Now, I can't seem to get any game to run over 15 FPS, even the older titles I've tried. I've already restarted my PC and reinstalled the drivers, but that hasn't helped.

Yeah, with a card over ten years old, it could just be at the end of its life. It might be time to look into a replacement.
Have you tried reseating the graphics card? Sometimes just taking it out and putting it back in can help with connection issues.
It’s important to ensure you're using the latest drivers. Have you installed the most recent version, or perhaps the previous one before that?
Honestly, the GTX 970 is getting pretty old at this point. It's possible that it's just starting to wear out. You might want to consider upgrading to something like a used RX 5700 XT if possible.
