Help! Can’t Access BIOS on My First PC Build

I'm trying to get into the BIOS on my first PC build, but I'm having some trouble. The CPU indicator light on the motherboard is on, and I've already tried replugging the cables and reseating the CPU cooler in an X motion. I also reseated the RAM, but the light still won't turn off. It seems like this is a common issue with my motherboard.

My monitor just shows 'DP no signal' despite the cable being plugged into my GPU, and using HDMI didn't work either. I'm really stuck and not sure what to try next! Here's my build:

- CPU: AMD Ryzen 7 7700X 4.5 GHz 8-Core Processor
- CPU Cooler: NZXT Kraken Elite 280 RGB Liquid Cooler
- Motherboard: Gigabyte B650 AORUS ELITE AX ICE
- RAM: Crucial Pro Overclocking 32 GB DDR5-6000
- SSD: Samsung 990 EVO Plus 1 TB NVME
- GPU: XFX Swift OC Radeon RX 9060 XT 16 GB
- PSU: Cooler Master V SFX Gold 850 W

Don't feel dumb! It happens to the best of us. After plugging in the CPU power cable, if the VGA indicator light comes on, you might want to check if your GPU is seated properly. It's possible it wasn't connected fully. Also, ensure that your GPU's power cables are plugged in, too.
