I'm interested in finding a theme that resembles the Windows 95 style for my Arch Linux setup using KDE Plasma with Wayland. I heard that XFCE is being phased out for Wayland, but I'm not sure how that affects theme compatibility. Does anyone know if there's an alternative to the Chicago95 theme since it hasn't been updated in a while?

Actually, XFCE is working on adding Wayland support, so that's good news! You might still have some time before everything switches over completely.
Just a heads up, XFCE is a full desktop environment and it's not really being phased out. It's still using X11 for the moment, so you can keep using it if you want. Wayland is just a new display server protocol that will eventually replace X11, but XFCE isn't abandoning its users yet!
Check out some resources about themes! While I can't point you directly, there are wikis and searches you can do to get more info on Windows 95 themes. Just remember: it’s smart to try things out in a VM first and always back up your data!
