$285 is an excellent price for a 3080 Ti, especially since the regular models are usually around $300-$320. The 3080 Ti should perform well for 1440p gaming. As for the CPU, the Ryzen 5 7600X3D is more than capable of keeping up with that GPU at high resolutions.
That price for a 3080 Ti seems too good to be true, so definitely verify its condition before purchasing—ask for a GPU-Z screenshot or even try to see it working in person. The parts in your build are compatible, but the 16GB of RAM is on the lower side for modern games. Upgrading to 32GB would be wise for better performance. I share your worries about the water-cooled GPU. Check the pump's condition and any signs of wear before buying.
