I'm looking for an affordable secondary PC to use in my bedroom since I might be bed bound for a while. My main needs are to watch Twitch on Chrome, Netflix, Prime, and download shows to watch on VLC. It has to support 4K playback; I won't be gaming on it. It's also important that it runs quietly, as I'd like to avoid any noise issues like coil whine. I'd prefer a pre-built unit due to my situation. My budget is around £300, with a possible upper limit of £400, but I don't think I'll need to go that high.

You might also find success with an Amazon Fire Stick 4K for streaming. Just keep in mind it won't be great for browsing and downloading.
Honestly, a laptop might be your best bet here. You can find great options from a few years ago that fit your budget and will offer more versatility. Look for business-class models like Dell Latitudes or Lenovo Thinkpads – they tend to be built to last!
Have you thought about getting a gaming handheld? Just curious if that might be an option for you.
For browsing and 4K playback? I'm not so sure it'd be comfortable for that.
