I'm trying to set up a Philips 273V monitor as my secondary display. I have a DisplayPort to VGA converter connected to my GTX 1070, and then a VGA cable going to the monitor. The main monitor works perfectly with HDMI, but I can't get the second one to function. Does anyone know what the issue could be? Is it even feasible to connect it using this converter?

I agree with the suggestion about going for a more direct connection. VGA is pretty outdated, especially for newer monitors like yours that support digital connections. If you can, look into getting a DVI-D to HDMI adapter if you have a DVI-D port available on your GPU!
It sounds like there's some confusion with the connections. The Philips 273V monitor has DisplayPort input, so using a DisplayPort to VGA converter might not be your best bet. You're also trying to convert a digital signal (DisplayPort) to an analog one (VGA), which could cause issues. A direct HDMI or DisplayPort connection would give you better results!
