My RAM usage is sitting at 90% even when I'm not running anything intensive. I have 16GB of RAM, and I checked the resource monitor; the top processes aren't even using 300MB. I'm looking for ways to troubleshoot this issue because it's affecting my gaming performance to the point where everything freezes, even though I should be getting much better performance.

If those don't help, consider checking for background processes that might be hogging resources. It can be helpful to look at everything running in the task manager.
Correlation doesn't equal causation, but you've got to check your max temperatures while gaming. Are you using something like HWinfo to monitor them?
Have you tried rebooting your computer? Sometimes that can clear up RAM issues.
