I've been having trouble with my touchpad not working, and I've tried just about everything to fix it without any luck. I'm considering doing a clean install of Windows, but I'm not sure if it will actually help since I believe it's not a hardware issue. Can a clean install really solve this problem?

Have you tried reinstalling the touchpad driver? Sometimes that's all it takes to get things back on track.
You might want to check if your touchpad works in the BIOS. If it does, then a clean install could be worth a shot. But if not, you could always just pick up a mouse for now!

I already got a mouse, but I'm not a fan—I've always preferred using the touchpad!
