I ran into the same issue with my Nitro+. My undervolt wasn't stable, and I noticed clock speed spikes over 3.4 GHz while loading games, even when I capped the FPS. I increased the voltage slightly, keeping the core clock maxed around 3.3 GHz. Make sure your power settings are dialed in too, especially if you're using a high wattage PSU.
