Hey everyone! I'm having some serious stuttering and frame time issues with my PC, and I'm not sure what's causing it. I recently upgraded from an RTX 2060 to an RX 9070 and now when I try to play League of Legends while streaming with OBS, my FPS drops and freezes for a couple of seconds at times. I've noticed my CPU usage climbs above 90%, and my temperatures sit around 70°C when idle and hit around 81-82°C while playing and streaming, but the problem persists even when I'm not streaming. Here are my specs: 5800x3d CPU, Corsair RM750x PSU, 2x8GB Corsair 3000MHz RAM, and an Asus B450M motherboard. I'm using the latest drivers for my GPU. Any advice?

Have you tried reseating your cooler? Also, don't forget to enable XMP and Resizable BAR in your BIOS if you haven't already. Making sure those settings are correct can really help with performance.
Your CPU temperature looks pretty high, especially while gaming. What kind of CPU cooler are you using? If it’s not sufficient, that could lead to thermal throttling and performance drops.
You might want to check that you're using the AMD VCE encoder in OBS for recording. If you're using software encoders like X264, that could definitely cause stuttering. Also, try turning on V-Sync in League. Did you use DDU to clean out any old Nvidia drivers? That could be a factor too.
