What gaming PC can I get for around $1,100?

I'm looking for a gaming PC that fits my budget of about $1,100. I want to enjoy games like Red Dead Redemption 2, Skyrim, Age of Empires 2, Fallout 4, and Chivalry 2, and I'd like to be able to emulate older consoles up to the PS3. Ideally, I'd like to play all of these at 60 FPS. I'm located in the southern USA and I plan to buy a monitor or TV for gaming. I've never built a PC before and I'm not a competitive gamer, so I'm leaning towards a prebuilt option. Is this all feasible within my budget? Also, is it safe to buy refurbished PCs from brands like Acer? Am I capable of putting together a PC myself with no experience? I'm hoping to find something that will last.
