I'd recommend benchmarking a few services yourself. The activation rates can vary significantly based on the platform and the country. What works for one situation might not work for another.
I've been using 1001SMS as a solution. It seems to do the trick!
I've mostly used Google accounts and some social platforms. I tried out a couple of services, and HeroSMS API was the easiest to integrate, honestly. Their documentation is straightforward, and there are no weird rate limits.
Google Voice is another option that many people forget about. It’s pretty reliable for these situations.

Yeah, Twilio really struggles with receiving OTPs, which is a big hassle. I switched to dedicated services, and since then, the blocking problem has pretty much disappeared.
It depends a bit on your phone system, but we use Zoom Phone, which allows adding extra phone numbers specifically for SMS verification. It's been working well for us.
