GPU Upgrade Advice and Dealing with High Temperatures

Hey folks! I'm looking to upgrade my GPU for the first time and could really use your advice. Here are my current specs:
- Motherboard: ASRock Z790 Riptide WIFI (socket 1700)
- Power Supply: be quiet! Pure Power 12M, 1000 Watt
- Processor: Intel Core i7-14700KF
- Water Cooling: Deepcool Lt720 (3x 120mm)
- Case: Thermaltake Ceres 500 TG
- RAM: G.Skill 32GB DDR5-6400 (2x 16GB) Ripjaws S5
- Current GPU: Gigabyte GeForce RTX 3090 GAMING OC 24G

I game a lot on my Alienware AW3225QF monitor, which has a native 4K resolution. My budget for the upgrade is under $1000 if possible. I play games like Total War, Cyberpunk, Mass Effect, Space Marines 2, Helldivers, and all the Star Wars titles.

Also, my PC runs really hot, making my room about 5°C warmer than the rest of my apartment. Is this normal with my CPU, or is there something I'm missing? Thanks in advance for any help!

Upgrading from an RTX 3090 can be tricky, but if heat is your main concern, I'd recommend undervolting your GPU. The 30 series cards can handle it quite well, which could help reduce power usage and heat without sacrificing performance too much. You might find this video helpful for that! Also, keep in mind that the Intel i7-14700KF can run hot as well, so exploring CPU undervolting might be a good idea too.
