I have two laptops: one personal and one work-issued. I've set up my work laptop to display its screen on my personal laptop using an HDMI capture card and Zoom, so that a remote user can see everything. Now, I'm looking for a way for that remote user to control my work laptop's keyboard and mouse through my personal laptop, but without installing any software on the work laptop. I'm also looking to avoid a KVM switch if possible. Is there a hardware solution like USB input injection or an IP KVM that can help me achieve this?

You might want to check out Jet KVM. It's a solid option even if you prefer not to use a KVM switch. It could offer the functionality you need without needing to install software on your work laptop.
Have you considered using Remote Desktop? If your work laptop has Windows Pro, you can enable RDP in the settings. It allows you to remotely access the laptop without extra installations, as long as it's set up properly.
Your best bet might be something like Google Remote Desktop; however, be aware that it requires installing the host service on the work laptop for incoming connections, which you're trying to avoid. Plus, it could get flagged by your office tech support, so tread carefully.
