Troubleshooting a New PC Build: Why Won’t It Power On?

I'm trying to assemble a new PC for a friend, and I'm using a powerful setup with an NVIDIA RTX 3080 Ti, a Ryzen 7 9800X3D processor on a B850 AORUS Elite motherboard, and it's powered by an 850W 80+ Gold power supply. However, I'm having trouble getting it to power on. The RGB lights on the RAM turn on, and the fans seem to try to spin, but nothing else happens. I'm really stumped right now and could use any suggestions to help troubleshoot this issue.

Have you checked for any debug lights on the motherboard? Sometimes it helps to let the PC boot for a while. I’ve heard that 64GB of DDR5 can take a long time to initialize the first time. Also, make sure that your display cable is plugged into the GPU, not the motherboard. If there are no debug lights on the motherboard and it still doesn't turn on, try reseating the RAM and CPU. You could also test each RAM stick individually in different slots to see if that helps.

I had a dram light come on too, but after reseating my RAM, it turned off. Do you think just having 16GB of DDR5 could stop the fans from spinning?
