I'm looking for a budget-friendly cooler that's less expensive than the Thermalright Aqua Elite 240, but still provides similar or better cooling performance. Any recommendations?

You might want to check out the Thermalright Phantom Spirit. It's a solid option that won’t break the bank.
For a 65W CPU like the Ryzen 5600X, pretty much any AM4 compatible cooler will do just fine. A high-performance cooler isn’t necessary unless you're dealing with a much more powerful CPU. If the stock cooler doesn’t suit your aesthetics, I’d suggest going for a Thermalright single tower cooler in the $15-$20 range, it's a great choice at that price point.
How about the Thermalright Assassin X120 Refined SE? Is that a good fit?
