Why is my laptop not using its full power?

I'm experiencing some weird performance issues with my laptop while playing Farming Simulator 22. Usually, it runs hot, around 85-90°C, and I get 60-100 FPS when it's plugged in. But recently, it seems to be capped at 66-70°C with FPS dropping to 30-60, even while plugged in. I suspect thermal throttling, but it's odd since it never reaches really high temperatures anymore. It's like the power is limited from the start, and I might not even be seeing the temp spikes quickly enough to notice.

Check your power settings! Sometimes, they default to lower performance, which can limit your CPU's capabilities.
