I recently upgraded from an RTX 4060 to an RTX 5070, but I'm seeing significantly worse performance in Cyberpunk 2077, and it's puzzling me. My setup is as follows: a Ryzen 5 5600 CPU, RTX 5070 GPU, ASUS Prime B450-Plus motherboard (PCIe 3.0), 32GB DDR4 RAM running at 3200MHz, an 800W PSU, and I'm dual booting Arch Linux (using Proton GE) and Windows 10. When playing in Night City, I'm getting about 45-50 FPS at 1440p Ultra and 55-70 FPS at 720p Low. My CPU's usage is constantly at 90-100%, while my GPU usage hovers around 50%. This strikes me as unusual since my RTX 4060 performed much better at 1080p, reaching higher and more stable FPS. I've tested across both operating systems, so I don't think it's OS-related. I'm wondering why the 5070 is yielding fewer frames and if the PCIe 3.0 might be a bottleneck. Can I optimize this without needing to buy a new CPU? Any technical insights would really help. Thanks!

You're comparing settings that aren't really equal. You're looking at 1080p with DLSS against 1440p Ultra, which puts more strain on the GPU. Try testing the 5070 at the same settings you had on the 4060 and see how that goes.
If you're hitting a wall with the 5070, it might also be worth checking the memory usage. Are you pushing any high-end features like ray tracing? They could be demanding more from both your CPU and GPU, which could account for the drop in performance.
It sounds like there might be something else going on in your setup. Your Ryzen 5 5600 should handle more than 70 FPS at 720p Low, and the high CPU usage shows it might be the limiting factor.
