I'm curious if it's possible to solder a PCIe 4.0 x16 connector onto my B450 motherboard. Is that even doable?

Soldering a PCIe 4.0 to a B450 motherboard isn't feasible. The bandwidth of PCIe is wired into the motherboard's design, and messing with it would be a huge risk. You'd need some serious skills and tools to even attempt it, and you'd likely destroy the board in the process. It's way more practical to just sell your board and buy a new one that supports PCIe 4.0.
Honestly, trying to do this could end up ruining your motherboard for little to no gain. It's just not worth the risk!
