I'm currently using a Ryzen 5 4500 CPU with an RTX 4060 Ti 8GB graphics card, and I feel like the CPU is holding back my system's performance. My setup includes a 2K monitor and a G12 GC 80 Plus Gold 550W power supply. I'm wondering if there's a better CPU I can upgrade to that would be compatible with my AM4 motherboard. My budget is around $300. Also, would it be better to switch my motherboard too, or can I just change the CPU? I know this isn't the most optimized build, but I'm learning more as I go along!

You might also want to check for a 5700X3D if you can get your hands on one. It's a bit pricey, but totally worth it!
Solid choices for your upgrade would include the 5600, 5600X, or 5700X. You could look into getting a 5500X3D from Aliexpress too. Just keep in mind that you may need to update your motherboard's BIOS to use some of these CPUs.
A Ryzen 5 5600 would be a great upgrade for your setup. If you're looking for even more performance, the 5700X or 5800X are solid options, but they might be overkill with the RTX 4060 Ti. Just be sure to avoid 'G' models like the 5600G because they're not ideal for gaming.
If you can find a 5600X, that would give you a nice performance boost and shouldn't be too expensive in the US.
The 5600X pairs really well with your current GPU, so that's definitely a safe pick!
