I recently joined a friend's Spotify Jam, and ever since then, my Nvidia Instant Replay, recording, and screenshot features have completely stopped working. The only way to get them back is to reset my entire PC. This happens even when I close Spotify through Task Manager. I just want to record some funny moments in games like Roblox, but I can't take any clips now. What's going on?

It sounds like there's a conflict between Spotify Jam and your Nvidia software. Have you checked the User Agreement for Spotify? It might have some information regarding this issue.
I'm not trying to record from Spotify, just from my games! Even with Spotify closed, I still can't record any gameplay clips. It's so frustrating!
