I've got a PC equipped with an Nvidia GTX 1050 graphics card, 32GB of DDR4 RAM, an Intel i3 CPU, and an Intel motherboard running Windows 11. Recently, I'm facing problems during startup; it won't connect to the internet, and many of my apps are unresponsive. Some applications, like Settings, open but trying to navigate within them does nothing. Task Manager is also acting up, and I don't run any startup apps or background processes. Since I can't afford any replacements, I'm really hoping to find some help. I rely on this PC for digital art.

Have you thought about doing a clean install of Windows? It can often resolve these sort of issues. If that doesn't fix it, it might indicate that there are some hardware problems.
Before you make any changes, just remember to back up your important data. BIOS settings and disk configurations can sometimes lead to data loss if not done carefully.
You might want to check your Event Viewer for any error messages that could point to what's causing the issues. It can be really helpful for troubleshooting problems with your system.
