I'm trying to reimage my Surface Pro 11 with Windows 11 using a USB recovery drive, but the device never seems to read the USB. The recovery process starts from the internal drive, lets me choose a language and keyboard, and then asks me to select the USB drive. After that, it returns to the language-selection screen instead of continuing. I've also entered the firmware settings and set USB as the default boot device, but that hasn't helped. I've already tried the troubleshooting steps provided by Microsoft. What else can I check to make the Surface boot from and use the recovery USB?

Try using the one-time boot menu instead of relying only on the default boot order. Shut the Surface down completely, connect the recovery USB, then hold Volume Down while pressing and releasing the Power button. Keep holding Volume Down until the Surface logo or boot process appears. If it still falls back to the internal recovery environment, test another USB drive and another adapter or port. Some USB-C hubs and poorly formatted drives are not detected reliably during startup.
Also verify that the recovery image was downloaded specifically for your exact Surface model and that the USB is formatted as required by the recovery instructions. If the drive works on another computer but the Surface consistently ignores it, temporarily disabling Secure Boot may be worth testing, although you should restore the normal security setting afterward. If multiple known-good recovery drives fail, the issue could be with the USB port, firmware, or internal storage rather than the Windows image.
It would help to separate two issues: whether the Surface can boot from the USB at all, and whether the recovery environment can read the files on it. If the USB is visible in the firmware boot menu but the recovery tool loops back to the language screen, the drive may not have been created correctly or the image may not match the Surface Pro 11. Recreate the official Surface recovery drive on a different USB stick, preferably using a reliable smaller-capacity drive, and make sure the files are extracted to the root of the USB rather than copied into an extra folder.
I’ve already tried setting USB as the default boot option, but I’ll recreate the recovery drive from scratch and check that the files are at the root level.
