I live in an area where the electricity can go out every few hours. I'm worried that repeated shutdowns, voltage fluctuations, or power spikes could damage my computer over time. It has an RTX 5060, although I'm not sure of the other specifications. Would a surge protector be enough, or should I use a UPS?

Repeated outages aren’t good for a PC, especially if the power comes back with a spike. A good-quality UPS is the best solution because it provides battery backup and gives you time to shut the computer down properly.
When the power cuts out, shut the PC down instead of repeatedly trying to restart it. You may also want to disable Fast Startup in your operating system so shutdowns and startups are more complete.
Plug both the PC and monitor into the UPS, not just the tower. That protects the display too and lets you turn everything off safely when the power fails.
If a UPS isn’t affordable, at least use a reputable surge protector or power conditioner. It’s cheaper than a battery backup, but it won’t keep the PC running during an outage or protect against every kind of electrical problem.
