When my iPhone 16 is at 38%, restarting it sometimes makes the displayed level briefly rise to 39%. After a few seconds it returns to 38%, then may drop to 37% and settle there. Battery Health shows 100% capacity with only two charge cycles. Is this normal, or does it indicate a battery or software problem?

This is usually normal. The percentage is an estimate, and restarting can make iOS recalculate it using the battery’s voltage and other readings. A one-percent adjustment before it settles generally isn’t a concern, especially with 100% health and only two cycles.
I wouldn’t worry unless you also notice large percentage jumps, unusually fast drain, unexpected shutdowns, or the phone dying while showing plenty of charge. If those symptoms appear, check Apple’s battery diagnostics or have support run a battery metrics analysis.
Some recent iOS versions also seem to update the battery percentage or widget more noticeably when the phone wakes. That can look like an immediate one-percent drop, but by itself it doesn’t prove the battery is defective.
There’s no need to repeatedly power the phone off and on just to check the percentage. Restarting itself can cause a small amount of battery use, and the displayed number may shift slightly afterward.
