Is it normal to feel a buzzing sensation from my laptop when it’s charging?

I recently got a new laptop and I've noticed something odd. When I touch the body and back of it while it's charging, my fingers feel a strange electric "buzz." This sensation is quite annoying and it reminds me I've experienced something similar with other MacBooks. Is this a common issue, and if so, can it be resolved?

No, it's not normal. That buzzing is a sign of a grounding problem with your laptop. It could be that the laptop isn't properly grounded or there might be a short circuit somewhere within it.
