I'm upgrading my CPU, motherboard, and RAM, and I realized I have a second PC containing an MSI RTX 3080 that has barely been used for roughly the same period that I've been running my EVGA RTX 3080. Since the EVGA card has gone through years of heat cycles and regular use, I'm wondering whether swapping to the mostly unused card would be a better choice. Can a graphics card degrade from sitting unused, or is the difference between the two cards likely negligible?

If the EVGA card is stable and its temperatures are reasonable, there’s no urgent reason to replace it. EVGA’s build quality is generally well regarded, and normal gaming use shouldn’t significantly degrade the GPU. Check both cards for dust, fan noise, coil whine, and temperatures, then keep whichever one behaves better.
The unused card is probably in slightly better mechanical condition, but a graphics card generally doesn’t suffer meaningful damage just from sitting in storage. Capacitors can theoretically have issues after very long periods without power, but that’s unlikely in this situation. I’d install the MSI card, test it, and compare temperatures, noise, and stability before deciding.
You probably won’t see any performance difference between them. If both cards work properly and have similar temperatures, either one should perform essentially the same. The main component more likely to show wear from regular use is the fan, not the GPU itself.
That’s my only real concern too—the fans on the card that has been running for years could be more worn than the ones on the barely used card.
The EVGA has been working fine, although I haven’t monitored its temperatures closely. I’ve mainly been annoyed that my tuning software sometimes resets the power limit after sleep or a restart, and I’ve had to rely on custom undervolting settings to keep it running the way I want.
