Is it safe to remove and reinstall my GPU when my PC is off?

I'm wondering if it's safe to take out my GPU and put it back in while my PC is turned off. I made sure to shut it down normally instead of holding the power button for 20 seconds, and I've also unplugged my power cables from the outlet. Is there anything else I should consider?

You did it correctly! As long as everything was off and the power was disconnected, you should be fine. The 20-second power button hold is usually not needed in most cases.
