I received an Intel Core Ultra 5 250K Plus as a birthday gift and want to build a new gaming PC around it. I play AAA games more than 90% of the time and am aiming for 4K resolution at roughly 80–120 FPS. I already have 32GB of DDR5-6000 CL30 memory, an 850W MSI MAG power supply, and a 1TB WD Black SN770 SSD. My planned parts are a Fractal Design North XL case, ASUS TUF Gaming B860-PLUS WiFi motherboard, Arctic Liquid Freezer III 360 Pro cooler, and an RTX 5070 Ti. I am trying to avoid overspending, so I am not sure the RTX 5080 is worth its higher price for my use case. I am willing to use DLSS, frame generation, and reduced settings when necessary. I do not care much about path tracing, although I would like to use ray tracing in games such as Cyberpunk 2077. Is this CPU powerful enough for 4K gaming, and does the overall build make sense? I am also open to alternatives such as the Radeon RX 9070 XT if it offers better value locally.

Check local pricing before buying the graphics card. The RX 9070 XT can offer similar rasterized performance for less money in some markets, making it a strong value alternative. The RTX 5070 Ti remains preferable if you specifically want Nvidia's ray tracing, upscaling, frame generation, or broader feature support.
Your parts are generally sensible, but since the 250K Plus is an unlocked processor, a Z890 motherboard may be worth considering if the price difference is reasonable. It gives you better overclocking and power-delivery options than a B860 board. The existing 32GB DDR5-6000 CL30 kit is already perfectly suitable; faster memory is optional rather than necessary.
The important distinction is that resolution primarily increases GPU workload, while the CPU is still responsible for game logic and frame delivery. The CPU matters more when targeting very high frame rates, particularly at 1080p or 1440p. At 4K and around 80–120 FPS, the 250K Plus should pair well with a 5070 Ti, though exceptionally CPU-heavy games can still vary.
An 850W ATX 3.1 power supply is enough for a 5070 Ti, assuming it is healthy and connected with the proper native cable. The 360mm cooler is also more than adequate, although a good 280mm liquid cooler or high-end air cooler could reduce cost without hurting gaming performance.
