I have several older PCI cards, including one that outputs analog video through an RCA connector. I would like to use it for a project in a modern computer, but the system only has PCIe slots. Are PCI-to-PCIe adapters practical, or would I be better off using a newer graphics card with analog RCA output?

A modern GPU with native composite RCA output is uncommon. In most cases, it is easier to use a current graphics card with HDMI or DisplayPort and add an active HDMI-to-composite converter. That should be more predictable than trying to make an old PCI card work through an adapter, especially if the original card needs outdated drivers.
PCI and PCIe are different standards, so the slots are not directly backward-compatible. PCI-to-PCIe adapters do exist, usually for PCIe x1 slots, but inexpensive models can be unreliable and compatibility depends on the card, motherboard, BIOS, and drivers. Check that the adapter explicitly supports conventional PCI cards rather than PCI-X or another variant.
