How can I stop Windows 11 from reverting to Light mode?

My Windows 11 PC keeps changing the default app mode from Dark back to Light. I'm visually impaired, and opening bright white Settings screens is extremely distressing, so I need a way to keep the system and apps in Dark mode permanently. I already disabled PowerToys' light-switch feature, but the preference still resets whenever I return to Settings. This is my personal prebuilt PC, not a company-managed computer, and I'm wondering whether settings from my Microsoft account are being synchronized from my previous machine. How can I stop the reset or lock the personalization setting?

Since this is your own PC, it may be Windows personalization settings syncing through the same Microsoft account rather than an administrator enforcing the change. Check Settings > Accounts > Windows backup or Sync your settings, then disable synchronization for personalization-related settings and set Dark mode again. Also verify that no other utility is changing the theme at sign-in. If it were a work-managed computer, an organization policy could force the setting, but that doesn’t sound likely here.

It’s definitely my personal computer. It’s a prebuilt system, and I used the same Windows account as on my previous machine. This is my first Windows 11 installation, so I suspect an old personalization setting may be syncing across.
