PC Won’t Start Reliably After Being Shut Down or Sleeping

I have a roughly two-year-old PC with an Intel Core i7-12700KF, ASRock B660M Pro RS motherboard, 32 GB of DDR4-3200 memory, Samsung 980 Pro 2 TB NVMe SSD, RTX 4070, and a 750 W power supply. After the computer has been shut down, hibernated, or put to sleep for several hours, pressing the case power button usually does nothing unless I press it repeatedly. However, switching the power supply off and back on makes the PC start normally with one press. This behavior is consistent regardless of the power state. I have ruled out the case button and wiring by trying the reset button, shorting the motherboard power pins with a screwdriver, and testing another case. I also replaced the power supply with a Corsair RM750x, but the issue remained. The computer runs normally once it starts. Has anyone experienced this, and what should I troubleshoot next?

Since this happens after shutdown, hibernation, and sleep—but is cleared by removing AC power—it could be related to Windows 11 hybrid sleep or Fast Startup. Try disabling Fast Startup in Control Panel under Power Options, and temporarily disable hibernation with `powercfg /h off` from an administrator Command Prompt. Also test with sleep disabled to see whether the behavior changes.

The fact that cycling the PSU restores normal power-button operation points toward the motherboard’s standby-power or power-management circuitry rather than the case switch. Check for a BIOS update, load BIOS defaults, and inspect settings related to ErP, deep sleep, and power-state behavior. If the issue continues with two different PSUs, the motherboard becomes a stronger suspect.

It may also be worth replacing the motherboard’s CR2032 CMOS battery, especially if the system is losing BIOS settings, showing an incorrect clock, or behaving differently after being unplugged. A weak battery usually causes other symptoms too, so check the date and BIOS configuration after a full power disconnect before treating it as the main cause.
