I have 16 GB of DDR4 memory, but Windows reports that around 15.8 GB is in use even when I don't have any obvious programs open. Check your Startup apps and temporarily disable anything nonessential, then reboot and see whether memory usage changes. It is also worth checking for memory-heavy browser tabs, launchers, overlays, and utilities running in the background. Windows using some RAM for caching is normal, but nearly all 16 GB being unavailable while idle and causing stuttering is worth investigating.
Outdated or faulty drivers can sometimes cause a memory leak, especially graphics, network, or chipset drivers. Update the NVIDIA driver, motherboard chipset drivers, and Windows, then restart the computer. If the usage keeps climbing over time, take note of which process or driver-related entry grows rather than assuming it is automatically malware.
Start with Task Manager. On the Processes tab, sort by Memory and check which programs are actually using the most RAM. Also look at the Performance > Memory section, since Windows may be counting cached or standby memory that can be released when another application needs it. If a process is genuinely consuming most of the memory, its name should point you toward the cause.
A normal idle system should leave a reasonable amount of memory available, even though Windows may show a large amount as cached.
