I'm still using an AM4 system with a TUF B550M-2 motherboard, Ryzen 7 5800X3D, 32GB of DDR4-3600 CL18 memory, a Samsung 990 Pro 1TB SSD, a Thermalright Rainbow 360 AIO, seven UNI FAN SL-INF fans, a Lian Li O11 Vision M case, and Lian Li Strimer Plus V2 cables. I'm upgrading from an RTX 3060 Ti to a Radeon RX 9070 XT, but I haven't chosen the exact model yet. The only spare power supply I have is a Cooler Master 750W SFX V ATX 3.1 unit. Sapphire lists 850W as the recommended supply for the NITRO+ model, while the PURE is listed at 750W. Is my 750W PSU genuinely enough for the 9070 XT, including the PURE or even NITRO+ models, or would it be safer to buy a higher-wattage unit?

The 9070 XT does not need an oversized PSU in this setup. Your 5800X3D is relatively efficient, and the rest of the components do not draw enough to make 750W a concern. The PURE is the safer choice if you want to follow the listed recommendation exactly, but the difference is not enough to require a new PSU here.
750W is plenty for this build. A similar system with a 9070 XT, additional RAM, more SSDs, extra fans, and a higher-power CPU still has plenty of capacity left. The PURE should be completely comfortable on your PSU, assuming the unit is working properly and all power cables are connected correctly.
Yes, that 750W Cooler Master unit should be enough, including for the NITRO+ in a system like yours. Manufacturer recommendations usually leave room for unusually power-hungry CPUs, lower-quality PSUs, and worst-case transient spikes. Since yours is an ATX 3.1 model, it is also designed with newer GPU power behavior in mind.
