I'm running Windows 11 Pro and have been downloading freeware game files from sources I trust. For roughly the past year, ZIP files have occasionally vanished shortly after downloading. This just happened again: Chrome showed the download as removed after about 20 minutes, and the file was gone from the SSD without appearing in the Recycle Bin. It has happened around six times, and so far it seems to affect ZIP files specifically.
Storage Sense is disabled, I've scanned with Microsoft Defender and Malwarebytes, and the Downloads folder is located on a separate drive rather than the system default. The drives report good health in Samsung Magician and have plenty of free space. Defender's protection history doesn't show anything being quarantined or deleted. What else could be removing these files?

Check every security product that might be monitoring downloads, not just the main Defender scan results. Windows Security can block or quarantine files through reputation-based protection, and third-party antivirus, browser security extensions, or download-management tools may do the same. Look at the protection or quarantine history immediately after reproducing the problem, and temporarily review the exclusion or event settings for that specific folder if you’re confident the source is safe.
Chrome’s download history saying the item was removed is an important clue. That can mean Chrome or its Safe Browsing protection rejected the download, rather than Windows deleting an ordinary file. Check Chrome’s Downloads page for the exact warning and review Settings > Privacy and security > Safe Browsing. Also compare the result by downloading a harmless test ZIP from a known source in another browser; if only Chrome loses it, the browser or one of its extensions is the likely cause.
Defender’s history is clear, so checking Chrome’s specific warning and testing another browser makes sense. I hadn’t considered that the browser itself could remove the archive after the download finished.
